A grocery store owner noticed a customer put a can of tuna down the front of his shorts and the customer started to walk away. The owner stopped the customer before he walked out of the store and asked him what he was doing. The customer then took the can of tuna out of his shorts and threw it on the shelf. The owner exercised his rights and asked the customer, based on his actions, to leave the store. Five minutes later, the customer came back and started demanding an apology from the store’s owner. The customer was then asked to leave again and was told to never return. Later that day, the owner reviewed the footage recorded on his Digital Video Recording System (DVR), and plainly saw an act of concealment committed by the customer.

Several weeks after the incident, the store received a letter from the "would be shoplifters" employer objecting to the way their employee had been treated, stating that the employee was merely dusting off the tin and demanded an apology to be made to the employee. If the apology was not received, over 20 of his company employees would never shop in the store again. The store owner contacted ILPS for help and in response, ILPS composed and forwarded a letter on behalf of the store owner describing the situation and what the owner had seen and the footage that was recorded. Within twenty-four hours, a response from the "would be shoplifters" employer’s was received apologizing for their demand of an apology and promising to speak to all the staff members and ask them to resume shopping in the store.

The lesson that can be learned from this situation is that without some kind of loss prevention equipment such as a video surveillance system, this kind of situation could not be resolved. In conclusion, if you have any loss prevention needs, please feel free to give ILPS a call anytime and we would be more than happy to assist you in any way we can.

This is an excerpt from the featured editorial in the July/August issue of Grocer Today, co-written by the ILPS Education Director, Leigh Anderson. This magazine is distributed to the grocers between Western Ontario and British Columbia.

‘Shrinkage’ is a rather toothless industry term for a phenomenon that includes inventory loss due to mismanagement, and product spoilage. It usually boils down to one thing for grocers: theft. The culprits are staff, customers, or delivery people.

Gun-in-face confrontations are becoming a staple of corner store robberies in Canada, and as any wayward teen will attest, shoplifting is often done on a lark with the knowledge that the courts administer kid-glove treatment to offenders. In fact, that National Supermarket Research Group (NSRG) estimates that 87% of apprehended shoplifters re-offend.

The NSRG’s 2003/2004 Shrinkage survey shows that overall supermarket shrinkage has risen to 2.32 per cent of sales. Cashier dishonesty has become the Number One component of employee-caused shrinkage (contributing to 35% of the total supermarket shrinkage rate); and although it has declined 20% of the shrinkage rate, shoplifting is the second largest category of shrinkage. Backdoor errors and other forms of mismanagement account for 11% of shrinkage. Conventional supermarkets suffered shrinkage of 2.13% while superstores reported a rate of 2.39% per sales. In dollar terms, this means shrinkage per store averaged $452,446 in 2003/2004.

Leigh Anderson, Education Director for Vancouver-based International Loss Prevention Systems Corporation (ILPS) points out: “The current situation will only get worse unless the astute grocer realizes that loss prevention must become as important a consideration as any product that is stocked or any support system that is relied upon.” She adds: “The apprehension of shoplifters is difficult, dangerous, expensive, and, for the most part, ineffective.”

ILPS offers a full range of CCTV-DVR products suitable for retail and wholesale grocery locations and has provided surveillance solutions to clients including IGA and SuperValu. It is also a leader in loss prevention management and has done staff training for Safeway, IGA, and Superstore. Like any such organization that has risen to prominence, ILPS makes a point of telling potential clients that spending valuable money on gadgets must be underscored by a concrete understanding of what constitutes practical and cost-effective theft prevention. “The most important aspect of theft prevention, whether perpetrated by staff, vendors, or shoplifters, is video surveillance,” notes Anderson. “Instead of traditional VHS equipment that requires manpower to be constantly watching for problems,” Anderson says, “Digital Video Recording (DVR) technology allows retailers to monitor staff and customer’s activities from a remote location and to store information in a format that can easily be reviewed and repeated.” Also, digital camera provides accurate, high-definition criminal identification that is court admissible – as opposed to VHS tapes, 70% of which the Vancouver Police reject due to poor quality. ILPS also provides a full range of Electronic Article Surveillance Systems and their computerized Employment Screening program TeleHIRE is the most effective honesty/integrity employment screening technique in existence.

I felt at this time a letter outlining my reasons for purchasing your Electronic Security System would be appropriate. When I contacted you in early August I had just received the results of our July 31 inventory. This inventory was for a six month period from February 1 to July 31. The results can only be described as frightening.

During this six month period we lost $60 000 at retail to theft. Our first inventory :

Lougheed Mall - $36,000
Westwood Mall - $20,000
Guilford Town Centre - $ 4, 000
(Open just 3 months)
It was decided at this time to install your system at our Lougheed Store and test its effectiveness for a two month period. We would take inventory again on October 2 in all three locations and compare the results. Second inventory after two months:

Lougheed Mall - $500 short
Westwood Mall - $6,800 short
Guilford Town Centre - $2,000 short
The improvement at our Lougheed Store was nothing short of remarkable. Westwood and Guilford did not have a significant change. A positive effect I also noticed during this period was to do with internal theft. As our staff became aware of how effective the System was in regards to external theft. They mentioned that if it didn't solve the problem it only could leave internal theft. I can only conclude that if we have dishonest employees they are highly unlikely to continue doing it!

On the basis of the Lougheed Store's results we made the decision to put your System into all three 'OFF THE WALL' locations. We also have decided that all future 'OFF THE WALL outlets will have the System installed prior to opening.

The other pertinent factors that led us to the decision to go with your company are as follows:

Your service was and continues to be excellent.
Your warranty is excellent and very comprehensive
My strong belief that as we are both 100% Canadian Companies, we have an obligation to assist each other in fostering growth.
As I now view your Company as an ongoing part of our Company, I will continue to inform you of my inventory results. To help insure that we don't slip backwards, we intend to take a full physical inventory four times a year. I feel this will help us stay on top of our problem and take corrective actions sooner should things start to slip.

Once again I thank you for all your help and support and look forward to a long and profitable relationship.

Yours truly,

Jim Wilson
President

Dear Ian,

Since installing your system four months ago, I must say that the results have been quite amazing. Within one week the system detected a "would be" shoplifter. At the time there were eight customers in the store and so both staff were busy when the alarm sounded. The suspect had quickly grabbed a complete suit display, slipped it under his topcoat, and made for the exit. We were spared the loss of and outfit at $545.00 retail. It is worth noting that the suit, the only one in that size, was sold within a few days after that incident. We prevented the loss of profit not just the cost of the item. Since then, we have retrieved a few items of lesser value, unpaid for, on the way out.

As the identities of these shoplifters are now known to us, it is unlikely they will return to our store.

As you know, our first two years of unprotected business, resulted in considerable shrinkage. Now, after a physical inventory count, I can say our losses are minimal. It appears that our simple savings on shrinkage will pay for the system within eight months. In addition, the added peace of mind allows us to focus more attention on our customers and hence increase sales.

I appreciate the patience your company showed us as I shopped the market for potential systems. While my initial decision was based primarily on quality and value, it has been reinforced with your excellent follow-up service and attention to detail. Your staff should be commended for their work.

Sincerely,

VAUGHN PLANT
